Indiana’s School Choice Programs

Indiana offers several programs designed to help families access the right educational fit for their child. Below, you can explore the major scholarship and choice programs available, how they work, and what families need to know to get started.

Indiana Tax Credit Scholarship (SGO)

Enacted 2009

The Indiana Tax Credit Scholarship (SGO) Program helps fund scholarships that offset tuition costs for eligible PK–12 students attending participating non-public schools. All students aged 4-22 that meet the income requirement are eligible.

  • Scholarships are funded through private charitable donations to qualified Scholarship Granting Organizations (SGOs).
  • Donors, including individuals and corporations, may receive a 50% Indiana state tax credit.
  • While donors may contribute without limit, the statewide tax credit program is capped at $18.5 million per fiscal year.
  • Parents or guardians apply through a participating school, which helps complete the SGO application.
How It Works

To apply for an SGO scholarship, the parent or guardian should contact a participating school. The school will then work with the family to complete the application and submit the required information.

Choice Scholarship Program

Enacted 2011

The Choice Scholarship Program (voucher) provides scholarships to help offset tuition costs and fees for eligible K–12 students attending participating non-public schools. Available to all Indiana students ages 5-22.

Key Details
  • The first application period begins March 1 and ends September 1
  • The second application period begins November 1 and ends January 15
  • Eligibility documentation must be provided by the parent or guardian to the participating school
  • The school submits the application and supporting documents to the Indiana Department of Education
How It Works

If a student is approved for a Choice Scholarship, the participating school will provide the parent or guardian with an award letter showing the estimated scholarship amount at the time of approval.

Education Scholarship Account

Enacted 2021

The Indiana Education Scholarship Account (ESA) provides scholarship funding to K-12 students with disabilities and their siblings. This school choice program allows parents to opt out of the public school system and customize education to fit their child’s needs.

Key Details
  • $10 million appropriation from the legislature will fund this program for the 2026-2027 academic year.
  • Universal program for students who require special education services and their siblings.
  • Up to $1,000 in unused funds can be carried forward to the next academic year.
  • Participants may not combine funding with the Choice Scholarship Program. However, funding may be stacked with the Indiana Tax Credit Scholarship (SGO) and Education Freedom Tax Credit Scholarship (EFTC).
  • Administered by the Indiana Department of Education.
How It Works

The Prospective Student Must:

  • Have a disability that requires special education services or be the sibling of an approved ESA student.
  • Be 5-22 years of age by the applicable school year.
  • Be a resident of Indiana.

Scholarship recipients receive 100% of state special education dollars and 90% of state tuition dollars that would have gone to the public school. Siblings without a disability receive only 90% of state tuition dollars. Scholarship awards vary, based on the level of disability and the school district boundary within which a recipient resides. Students with a disability may receive up to $20,000 and their siblings may receive up to $8,000 per academic year.

These funds are deposited into a dedicated account that can be spent on pre-approved education expenses such as:

  • Tuition and fees; camps and training programs; curriculum and supplies; transportation services; tutoring services; individual in person classes; testing fees; therapies; and other services prescribed by the student's physician.
  • Online and virtual learning programs and services are not eligible expenses.

Career Scholarship Account

Enacted 2023

The Indiana Career Scholarship Account (CSA) provides $5,000 annually in career-based scholarship funding to high school students in grades 10-12. CSA funding can be used for work-based learning (WBL) opportunities, such as apprenticeships, internships, and more.

  • $10 million appropriation from the legislature will fund this program for the 2026-2027 academic year.
  • Universal program for 10th, 11th, and 12th grade students.
  • Students who participate in the CSA may also receive funding for the Choice Scholarship Program or ESA Program, and State and Federal SGO Scholarships.
  • Up to $1,000 in unused funds can be carried forward to the next academic year.
  • Administered by the Indiana Department of Education.
How It Works

$5,000 scholarship per year for career preparation or college programs that culminate in a credential of value.

The Prospective Student Must:

  1. Be a 10th, 11th, or 12th grade student at an Indiana public or private school, or a student who is educating at home.
  2. Must be participating in an approved CSA program such as:
    • Internship;
    • Registered, Youth, or Pre-Apprenticeship;
    • Indiana College Core program with at least 75 hours of WBL learning; and
    • Other WBL programs approved by the Indiana Department of Education
  3. Be a resident of Indiana.

CSA funding covers:

  • Career coaching and exploration sessions;
  • College credit and career training;
  • Certification/credentialing tests;
  • Transportation; and
  • Equipment and supplies
